Five country case study: Armenia, Croatia, Moldova, Russia, South Africa
Article Abstract:
A policy reform and performance for the housing sector in countries like Armenia, Croatia, Moldova, Russia and the Republic of South Africa is studied using Land and Real Estate Assessment (LARA) diagnostic tools that help in their comparative analysis by calculating weighted numerical ratings of items like rights, finance and markets. The LARA survey indicates that South Africa has a formal system of infrastructure in rights, finance and market structure as compared to the other countries.
