Illinois has been a profitable location for companies since the 19th century. Its manufacturing and logistics industries are still key , but the state is also becoming a place for high-tech investments. State and local economic development officials are working to remove the obstacles to progress. The governor, a businessman, is the state's chief economic development officer. He has made the right appointments, such as naming Pam McDonough as director of the Department of Commerce and Community Affairs, and has maintained an excellent working relationship with Chicago Mayor Richard Daley. Mexico's manufacturing industry is thriving, as strengthened by the powerful location attraction of the North American Free Trade Agreement. The country has gained about $11 bil in foreign direct investment in 1997. Aside from low labor costs and manufacturing opportunities, the country can also provide excellently qualified Mexican engineers and managers, and complex, expensive and high-skilled facilities.
