The U.K.'s planning system is designed to balance the development and use of land with economic and social concerns. But planning policy is governed by the state's need to reduce public sector borrowing and achieve economic success. In some cases, there is a perceived conflict between promoting policies aimed at protecting the environment and promoting policies aimed at sustaining the economy.
