New York's Rent Regulation Reform Act of 1997
Article Abstract:
The Rent Regulation Reform Act of 1997 offers continued protection to regulated housing but provides greater control of inventory to the landlords. The Reform Act aim to bring rents in the market level. Landlords benefit from the Act through such provisions about the restricted form of vacancy decontrol and stricter procedural standards in summary proceedings. Tenants, on the other hand, gain the continuity in the regulatory program pertaining to the permissible rent increase for one- or two-year renewal rents.
