PPG 6's grey areas

Article Abstract:

The UK government's PPG 6 planning guidelines for retail schemes have failed to give developers and planners the clarity they require. PPG 6 contains guidance on drafting planning conditions, but lacks detail about how local plan policies should be written. It states that local authorities drawing up development plans should consider the need for a new development before adopting a sequential approach to choosing sites for new retail schemes. However, it fails to define need, which can be interpreted in many different ways.
