Plenty of pubs but no beer allowed

Article Abstract:

The economy of Chelmsford, UK, seems to be picking up, and this is boosting the town's property market. Chelmsford has the highest availability of offices in Essex, at 25%, but the lowest availability of industrial buildings, at 3%. The town's public house sector is held back by the strict interpretation of licensing laws by police and the council licensing panel. The property sector in Chelmsford could be given a large boost if BT chooses the town for a 13,935 sq mt office project: BT is considering two sites in the town as part of its Workstyle 2000 project.
