Affordable housing in the city of Portland, OR, is becoming increasingly scarce because of the imposition of urban growth boundaries. While the city's population has grown from 1.33 million in 1980 to 1.84 million in 1999, Portland ranks 174th in terms of affordability out of 181 communities across the country.
