New Jersey has transformed its passive attitude towards luring businesses through the leadership of Gov Christine Todd Whitman. The governor's five-year tenure has witnessed the emergence of tax incentives and occupational training funding. Whitman also led in the establishment of the Business Employment Incentives Program. So far, the state has attracted large employers such as Pharmacia & Upjohn and Merrill Lynch. Office, hotel and apartment developments have also risen in Jersey City.
