Which capitals make capital?

Article Abstract:

Understanding the different tax regimes operating throughout the cities of Europe goes a long way to helping investors in foreign real estate appreciate and succeed in often risky yet financially rewarding markets. Research into the different tax laws shows investors in the UK markets are the most warmly welcomed, with domestic investors in Germany and the Netherlands also being treated well. Foreign investors are treated fairly well in Germany, Spain and France.

Pressure to perform: CCT is giving way to Best Value, which could result in more tendering - but also in poorly performing property advisers being 'named and shamed'

Article Abstract:

Compulsory competitive tendering of local authority services will be superseded by the 'Best Value' framework. It is believed this will mean fundamental changes to local authority managerial culture. CCT is a procurement process but Best Value will incorporate wider managerial processes and will consider outcomes. It calls on councils to decide on corporate goals and targets will have to be published.

Planning officers are coming under greater pressure to follow procedures which are not necessarily clear

The duty of a planning officer (PO) includes providing a planning committee with sufficient information to help it make reasonable decisions based on planning merits. Guidance to POs includes the National Code of Local Government Conduct (NCLGC), the Local Government Management Board Code of Conduct for Local Government Employees and the Nolan report on local government standards of conduct.
