Jawahar Rozgar Yojana, Panchayats, and the rural poor in India
Article Abstract:
The effectivity of Jawahar Rozgar Yojana's (JRY) targeting of employment for the poor has been assessed using data from India's Ministry of Rural Development's 'Concurrent Evaluation of the JRY. The JRY was established to give supplemental employment opportunities for India's rural poor during agricultural slack periods. Results reveal that JRY targeting is unsatisfactory based on an income criterion. There is widespread mistargeting as the rural poor who were recruited made up less than 50% of JRY's workforce in 11 out of 15 Indian states. Poverty restricts JRY targeting but not in an absolute manner.

Does the employment guarantee scheme benefit the rural poor in India?
Article Abstract:
The Employment Guarantee Scheme (EGS) in the Indian state of Maharashtra was started to provide employment to all the adults in some of the least developed villages, especially during slack seasons. The scheme has seen decline in participation in late years due to various reasons but with reallocation of EGS resources in favor of the poorest regions and appropriate changes in scheme's design and implementation, the scheme would prove to be far reaching.

The Employment Guarantee Scheme in India: is it mistargeted?
Article Abstract:
The Employment Guarantee Scheme enacted by the state of Maharashtra, India, to combat poverty did bring economic benefits to the rural poor despite earlier studies which depicted it as ineffective. Although it became increasingly mistargeted between 1979 and 1989, with the more affluent earning more and male-female income disparity growing more, the program had an income stabilizing impact and facilitated hikes in agricultural wages.
