The Anti-Drug Abuse Act of 1986 was voted into law in a hasty reaction to the sharply increased use of cocaine, in particular crack cocaine. Although some question the sociological justice of such a punitive law, it remains in force because it is favored by most Americans.

Dumbing down: The new illiteracy--A challenge to the body politic?
Article Abstract:
The US Department of Education conducted a thorough analysis of determining literacy rate in the US by surveying 26,091 Americans whether they could read several texts and had the ability to demonstrate that they had understood the texts, which was again repeated in 2003. It was observed that a continuing flow of poorly schooled migrants contributes to the US higher illiteracy compared to Nordic countries, which have relatively few migrants.
