From free money to free market

Article Abstract:

Small US companies have expanded and drawn an increasing amount of private sector money to measure up with the government subsidy in the US Small Business Innovation Research program (SBIR), a small high-tech business subsidy within the Ballistic Missile Defense Organization (BMDO). Governments could adopt the SBIR concept as a way of bridging new technological products of new but small businesses into a free market but are advised to restrict a company to a maximum level of funding in any period to prevent it from becoming a government contract research house.

A project for the 21st century in China: Kwanghua Science Park

Article Abstract:

The Kwanghua Science Park is a project that draws on the Cabral-Dahab science park management paradigm for guidelines and Hsinchu experience for practical applications. The park will be located in a region with an established infrastructure and access to 28 technical institutes. The park has already attracted around 150 foreign companies and investors will mainly be non-governmental organizations.
