Lessons drawn from 1993 flood
Article Abstract:
The Great Flood of 1993 has demonstrated the apathy of flood control managers unless citizens demand adequate protection. City planners overlook the fact that dams are not adequate protection against flooding. Mapping dam failure zones and providing protection to structures in these zones are important aspects of floodplain management. Civil facilities, such as fire and police stations, waste-treatment sites should remain open during such exigencies. However, policy makers debate the effectiveness of federal disaster relief programs as effect viable flood-prevention measures.

Floodplain management insures against losses
Article Abstract:
Collaboration between the National Flood Plain Insurance Program and the state and local governments is crucial in curbing the losses caused by floods. Mitigation insurance helps to reimburse people for the costs involved in shifting, flood-proofing, and raising buildings above the flood level. Private insurance industry are included in this effort. These companies will market the flood insurance, train agents to write policies, and adjust claims after the damage.
