Midwest floods channel reforms

Article Abstract:

The great flood in the Midwest in 1993 has instigated reforms in the area of flood management. An Interagency Floodplain Management Review Committee has been formed to evaluate the causes and consequences of floods and to propose policy guidelines to deal with future emergencies. The committee recommends averting the risk of floods, nominalizing the risk if floods are unavoidable, and relieving the impact of floods if they do occur. Long-term mitigation, and integrating the efforts of the federal and state governments and citizens are critical to the area of flood management .

Federal policy yields to floodwaters of '93

Article Abstract:

The Great Flood of 1993 has changed the focus of the federal policy related to flood control management. The disaster has woken the federal government to the profundity of artificial structures that have made the rivers vulnerable to flooding. Development of wetlands is another effective way to fight the flooding. Other measures suggested to deal with flooding include relocating people and enterprises in safer places, effective floodplain management, and making federal watershed management programs more inclusive and cooperative.

U.S. floodplain policy pursues higher ground

Article Abstract:

The Interagency Floodplain Management Review Committee has served to expediate policies to control floods. The federal government is entrusted with formulating a national floodplain management policy. States are responsible for floodplain development and land-use planning. Inhabitants of floodplains are required to participate in flood control efforts. Among other steps proposed are the formation of a National Flood Insurance Program and an interagency federal group to coordinate various federal floodplain-management programs.
