A model of discretion: the gold standard in fact and in fiction
Article Abstract:
Several different interpretations are made of the concept of using a gold standard for price stabilization and of rule definition. Non-traded commodities rather than traded goods should be used to stabilize prices or a 100% reserve banking plan should be used so that the discretionary powers of banking institutions cannot be manipulated. Gold reserves are automatically linked to money supply by the rule of the Bank Act of 1844 under which there must be a 100% gold reserve for notes over the Bank of England's fiduciary issue of around 18 million pounds sterling.
