The power of water in Des Moines, Iowa

Article Abstract:

Des Moines,Iowa, was one of the worst hit by the 1993 floods which flooded the waterworks plant and left the city residents without access to drinking water. With 15% of the city flooded, the electrical system functioned on a limited scale although the telephone system remained intact. A survey of structures revealed that 175 buildings had suffered extensive damages. The Des Moines' City Council proposed to buy the damaged homes. The flood cost the city $500 million in losses. As part of better preparedness, river levees have been built and flood monitoring and warning systems have been upgraded.

Hard lessons linger in the wake of 1993 flood

Article Abstract:

The floods of 1993 demonstrate the need for new strategies to deal with the havoc caused by the prolonged degradation of the riverscape. Wetland development is necessary to reduce the damage caused by flooding. Other ways to limit the havoc are restraining structural construction, shifting residences and businesses, and zoning vulnerable areas. Poverty and a false sense of safety provided by the levees should be removed. Floodplain management should incorporate efforts by the local, state, and federal government and technology should form a significant part of this effort.
