The Senate struck amendments on topics such as embryo research the House had added to a biomedical-research funding bill and restored funds for education programs, claiming Pres Clinton would veto it otherwise. The Senate's budget for the NIH was less than either the House or the president had requested.

Appropriators bullish on biomedicine

Article Abstract:

A House appropriations subcommittee has approved $12.7 billion for the 1997 National Institutes of Health (NIH) budget, a 6.9% increase. The bill also includes amendments to fund a new NIH clinical center, to reduce the Office of AIDS Research's independence, and to allow some human embryo research.

When federal science stopped

Article Abstract:

The federal shutdown created a backlog in grant approvals for federally funded projects. Meetings with outside reviewers were cancelled, resulting in further delays. Lack of payments delayed work on existing projects. Most agencies have not received funding for FY 1996.
