Congress has been deregulating the United States trucking industry since 1980. Rate wars have pushed down prices. Since 1980, 350 motor carriers have gone bankrupt, and countless owner-operators and small firms have been displaced. But, some of the largest companies have flourished, and more custom-tailored services are being offered to shippers.
