A special message to H/CD officials: a new partnership to strengthen affordable housing, safe neighborhoods, community development, and economic growth

Presidential candidate Bill Clinton discusses his housing policy. Central to this policy is the infusion of funds for the building and revitalization of public housing developments through a competitive and entrepreneurial approach. The Arkansan governor also favors the expansion of the Community Development Block Grant and HOME Investment to make more federal financing available to various projects. In addition, Clinton would like to see the different government agencies, including the Federal Housing Administration, the Department of Veterans Affairs, Ginnie Mae, Freddie Mac and Fannie Mae, to participate more actively in government efforts to make low-cost housing available to more Americans. The governor is urging the public to forget their political differences and work together to put an end to homelessness and to all other ills plaguing the American society.

Housing and comprehensive services: integration strategies
Article Abstract:
Community-wide service integration is seen as the key to providing more effective social programs. Service integration involves combining housing, job training and education programs with special services to better fulfill the varying needs oflow income families. A number of steps can be taken to remove the obstacles to a community-wide service integration strategy. These include decreasing the number of programs by widening their scope, offering client-centered assistanceand a social contract, promoting cooperation between government agencies and the private sector, and developing the support systems necessary for integration. The success of integration efforts also depends on encouraging theparticipation of key people in planning, developing qualified group leaders, creating a mission statement and long-range planning.

Housing needs assessment: a procedural guide
Article Abstract:
Housing needs assessments are necessary to assess current and future housing supply and demand so as to identify shelter needs. This task benefits the community through its analysis of public housing needs, assistance in priority setting, and role in policy and program development. A procedural guide for a successful housing needs assessment uses a process composed of five categories: existing housing stock inventory; demographic data; the housing market environment; an examination of government regulations; and data analysis. The outlined methodology will organize the actions needed for a housing assessment, and additional housing elements can be incorporated if needed.
