Assessing the performance of European collaborative R&D policy: the case of Eureka
Article Abstract:
A study of the European collaborative R&D agency Eureka reveals that although Eureka's purpose is muddled and confused, member companies are excited at the opportunities to collaborate with new partners. Most companies feel Eureka has been significant because it has encouraged new partnerships, not because it has provided public resources for research. Eureka should increase its non-financial efforts on behalf of companies, providing them with further assistance such as information on patent approval, intellectual property rights, and possible partnerships.

Territorial concentration and evolution of science and technology activities in the European Union: a descriptive analysis
Article Abstract:
A descriptive account of basic spatial properties of EU countries for science and technology activities is proposed. The objective was to provide a first characterization of Science and Citation Index publications and European Patent Office patents in Europe. Concentration measures at different levels and their evolution from 1988 to 1995, in relation to geographic convergence were addressed. Results indicate a slow tendency towards geographic homogenization in science and a more chaotic picture in technology.

Why has the investment performance of technology-specialist, European venture capital funds been so poor?
Article Abstract:
Research was conducted to identify and model the key parameters that influence the commercial performance of a commercial, early-stage, specialist, technology venture capital fund. A spreadsheet model in Microsoft Excel was used to explore in more detail such factors. Results indicate that the model is flexible and is applicable in a wide range of interrogations. To reflect the peculiarity of individual fund circumstances, both output and input variables can be altered by the user.
