Condorcet efficiency of Borda rule under the dual culture condition

Article Abstract:

The Condorcet efficiency of Borda rule was evaluated. A candidate who could win against each of the other candidates by a majority rule in a series of pairwise votes is considered a Condorcet winner. The Condorcet efficiency of a voting procedure refers to the conditional probability it will select a Condorcet winner, if a Condorcet winner exists. The Borda rule assigns weights of (1, 1/2, 0) to each of voters' first, second and third ranked candidates with most points. The results showed that the Borda rule will elect the Condorcet winner under the dual culture condition for three-candidate elections.

A year in the Balkans: Macedonia and the rule of law

Article Abstract:

The ABA's Central and East European Law Initiative (CEELI) provided US attorneys with the opportunity to help Macedonia develop an independent judiciary to promote the rule of law. Because Macedonia had been a part of the former Yugoslavia, most judicial functions had been state-controlled, and US attorneys found that bureaucratic obstacles impaired their ability to promote changes. The CEELI attorneys helped Macedonian judges establish a judicial education program that included interactive learning techniques.

The frustrations of fighting for a life

Article Abstract:

The barriers that have kept Willie Enoch's counsel from having a full hearing on errors that occurred in his capital trial demonstrate the inadequacy of death penalty safeguards in Illinois and other states. The Illinois Supreme Court has ruled that the trial attorney's failure to file a post-trial motion has barred Enoch's right to a full appeal. Courts have refused to consider conflicting testimony, DNA evidence or conflicts of interest that his trial attorney was involved in.
