Neighborhood housing: development innovations
Article Abstract:
Neighborhood groups are producing an impressive number of affordable housing units through innovative techniques in planning, finance, construction, and management. Examples of innovative local housing program types include: linkage and trust funds, shared equity, historic preservation, linked deposits, creation of community development corporations and bank holding companies, limited equity cooperatives, leasehold cooperatives, condominium ownership, lease-purchase agreements, and public housing tenant management. Reduced federal resources and new tax laws make it more difficult to create low-income housing; increasing the significance of neighborhood-based development efforts. Future trends in local housing initiatives may include city-wide housing partnerships and increasing use of secondary market finance vehicles such as pension funds.

Sheltering the homeless: creating permanent housing
Article Abstract:
Orange County, New York has developed an innovative program to address the increasing homeless problem within the community; figures indicate that the county counted 650 homeless individuals in 1987 and provided services to 513 children and 989 adults in 1988. The program, which includes private, state, and federal monies, invites non-profit sponsors to buy scattered-site rental locations which are then rented to homeless individuals at rates typically paid for emergency hotel housing. Funds for down payments or to rehabilitate facilities are provided by federal agencies. The program is run by the Department of Social Services in Orange County, and the Department postulates that cost savings will be realized by reducing homelessness and improving the employment opportunities for individuals participating in the program.

Public housing residents don't deserve a bad image
Article Abstract:
There are good and positive qualities associated with public housing that are often ignored, partly because of the bad image such developments suffer in the media. There is much ignorance about public housing residents, who have many of the same hopes and aspirations for themselves as do other citizens. The case of the San Antonio Housing Authority and its public housing development is described, with special emphasis on the concerns of single, working parents residing there.
