Transnational networks of services, goods, and exchanges that flow outside legal channels involve millions of people and trillions of dollars annually. Such "shadow" networks significantly affect world markets and are usually thoroughly formalized and integrated.

Digital networks and the state: some governance questions
Article Abstract:
Regulation of public and private digital networks must be carefully examined before attempted enactment. Such networks will probably change the nature of national authority as well as liberal democracy and the politics of civil society.

Social sovereignty offers a means to understand how state and non-state agencies can control social domains, but how communities can form sovereign societies. Globalization is an example of social sovereignty that transcends borders.
