Subnational governance and the International Joint Commission: local management of United States and Canadian boundary waters
Article Abstract:
The International Joint Commission (IJC) is the primary agency for managing the water resources of the US and Canada. The scope of the IJC had been limited to the resolution of disputes over water levels and diversions but this is being expanded to include watershed protection. There are certain differences in the US and Canadian governments. However, the functions of subnational governments can be generalized to help in the broadening of the IJC's functions.

Treaties to protect Maas and Scheldt rivers signed by Dutch, French and Belgian officials
Article Abstract:
Two international treaties have been signed with the goal of protecting the Maas River and the Scheldt River. The treaties were consummated on Apr 26, 1994 in Charleville-Mezieres, France by Dutch, French and Belgian officials. The Maas and Scheldt rivers start in France and flow through Belgium and the Netherlands into the North Sea. The treaties were an indirect result of talks between Belgium and Netherlands concerning the 1970 Water Agreements.

An action plan to clean up the Baltic
Article Abstract:
The Baltic Sea Joint Comprehensive Environmental Action Program is the blueprint for international cooperation in cleaning the biggest body of brackish water in the world. The plan requires each participating country to perform the required changes in environmental policy and regulations, fund pollution control technologies, minimize and ensure safe waste disposal, and conserve ecologically endangered areas.
