Vietnam: decollectivization and rice productivity growth

Article Abstract:

Vietnam's per capita rice output declined consistently following agricultural collectivization policies enforced by the communist government. The contract system of production was reintroduced in 1981 to avert food shortages and unrest among farmers. This policy shift caused agricultural productivity to improve to record levels until 1987 but cannot be maintained due to several factors, prompting new policy reforms from the government. Regression analysis results on provincial data lend support to the ill effects of collectivization and benefits of policy reforms.
