Cultural hegemony as an impediment to urban protest movements: grassroots activism and downtown development in Washington, DC
Article Abstract:
The role of political culture as a promoter of or an obstacle to the entrenched pattern of limited policy making in US cities is examined. An ethnographic analysis of the political aspect of downtown development in Washington, DC, provides lessons for other cities regarding the possibility of departing from the norm of limited policy making. It shows that even the most ardent supporters of public policy reform may inadvertently reaffirm a local political culture that validates extant relations of power.

A new urban conservatism: the case of Hartford, Connecticut
Article Abstract:
Hartford, Connecticut, one of the poorest cities in the US, is undergoing new urban conservatism. The local government has been controlled by Republicans and conservative Democrats since 1993. Among the examples of the conservatism are the utilizing zoning to curtail social services, private management of schools, and limiting public participation in city council activities.
