Downsizing bureaucracy: a caveat emptor
Article Abstract:
Downsizing involves shedding staff to cut costs, and should also involve organizational improvements. One way for bureaucracies to carry this out without laying-off large numbers of people is to use buyouts with employees leaving voluntarily. This occurred with a program set up under the 1994 Federal Workforce Restructuring Act. Buyouts are politically acceptable, but they do have some disadvantages, such as bureaucracies suffering a loss of skills. Staff shed may be taken on again as consultants, but this may still be cheaper than retaining them as employees.

An introduction to the theory of privatization
Article Abstract:
Privatization or the curtailment of government's role in the national economy is a much-misunderstood concept. It is often used in place of denationalisation which is just one of the many processes through which privatisation can be realised. The enhancement of the role of the market forces in an economy and the transfer of public sector functions to the private sector through contracts and sale of public-owned enterprises are some of the aspects of privatization that are often neglected.

Article Abstract:
The authors discuss increased role of privatized agricultural extension services in many countries. Measures to ensure that farmers and the public receive adequate extension services are proposed.
