Article Abstract:
Keylock questions the application of standard deviation in interpreting the drought threshold arguing that it is not stationary. Employing a probability method, he shows why the standard deviation cannot be used as a valid criterion. However, the -1.3 standard deviation drought threshold is not designed to be defined in probabilistic terms but instead as a relative scaling coefficient. Moreover, it is not necessary to use probabilistic interpretation of the events abstracted from the climatic data because it is not applicable to the interpretation of the historical records.

Article Abstract:
The use of the World Wide Web for teaching and learning in higher education to date has largely been on an experimental basis, but some benefits are already apparent. The web has a useful role to play in specialist graduate teaching where courses are typically given every two years. Students can access course notes at any time if they are made available on the web. The web can also be used as an additional form of communication in large-class undergraduate education. Online homework and multimedia examinations are among other potential uses for the web in higher education.
