Pension reform in Latin America
Article Abstract:
Pension reform in Latin America has been characterized by the emergence of personal pensions, a combination of a government provided safety-net pension scheme with a private individual retirement saving scheme. Pension reform grew rapidly in the area in the early 1990s as individual retirement saving pension plans were introduced in a number of countries. In Mexico, the Sistema de Ahorro para el Retiro emerged in 1992, while pension reforms also took root in Peru, Argentina and Colombia in 1993. Chile's 'individual capitalization pension scheme,' however, was the model for pension reform in the region.

Victims of the balloon effect: drug trafficking and U.S. policy in Brazil and the Southern Cone of Latin America
Article Abstract:
Strict enforcement by US and Latin America has driven drug traffickers from the Andean region toward cheaper and safer alternatives of Brazil and the Southern Cone of Latin America. The process resembles the balloon effect, where air is pushed to areas of less resistance when pressure is applied in one area. The region allows passage of cocaine from Bolivia and Colombia to northern markets in the US and Europe. Except a few bilateral agreements and public warnings, no significant US policy measures exist to combat the drug menace in these countries. The lenient US policy is likely to continue.

Capra's America
Article Abstract:
Frank Capra, the noted film director, died on Jan 6, 1991. He immigrated to America in 1903 from Italy as a child. He directed movies that depicted ordinary citizens who triumph over difficult circumstances and who remain true to their ideals. His movies are a nostalgic journey into the past when Americans embraced simple virtues as honesty, love for family and country, and the work ethic.
