Article Abstract:

The author examines the power structure of the Russian community, focusing on the influence of the social and political elite. The elite has sustained within Russia an economic system that permits no viable alternatives within the developing social sphere for those communities marginalized by economic and political reform.

Article Abstract:

Russian social policy for its northern regions must be informed by the harsh living conditions and the necessity to reclaim and develop the region. Local government bodies must work to meet the challenges posed by the unusually hard life in the North.
