The sale of public rental housing: British and Hong Kong experiences
Article Abstract:
Results of studies conducted on Hong Kong's and UK's welfare systems showed that Hong Kong was more determined to get rid of the decommodifying effect produced by public housing services than UK. However, while UK was able to sell approximately 1.5 M council houses in the 1980s, Hong Kong's public housing sale program failed due to perceptions of poor quality and the potential buyers' demand for discounts. The study revealed that despite their failure to totally eradicate the decommodifying effects of public housing they have shown the value of commodity relationship.
