Article Abstract:
US President George W. Bush's proclamation in the light of the actions of the Cuban government, posing a threat to the international relations of the United States, in order to expand the scope of the national emergency. He granted the Secretary of Homeland Security, the immediate power to apprehend any vessel at any time, anywhere in the territorial waters of the United States, if the authorized officials feel that the vessel is being used or is suspected to be used, for crossing into Cuban waters.
