The savings and loan (S&L) crisis may help reform the banking industry. The In 1980, the Federal Home Loan Bank Board removed the regulation that required S&Ls to hold no more than 5% of their deposits in the form of brokered deposits. This allowed S&Ls to offer higher interest rates to attract depositors, but the S&Ls were not able to earn the funds needed to pay those interest rates. The result was that the S&Ls' net worth fell from $32.2 billion to $3.7 billion between 1980 and Dec 1982. The mistakes that politicians and regulators made were predicated upon their ignorance of sound banking practices and the laws of economics, and their lack of understanding that banks are in business to make money.
