Article Abstract:

The protection of key duck-breeding ground in the United States rests solely with a provision in the farm bill that is known as "Swampbuster," an effective by voluntary program that pays subsidies to farmers who do not drain wetlands. Ron Reynolds, waterfowl habitat specialist for the U.S. Fish and Wildlife Service, refers to this provision as the last line of defense for duck hunting, the failure of which would mean losing 50 percent of the remaining potholes of the country.
