Busted: the failure of Rhode Island's statewide no-discharge zone

Article Abstract:

Rhode Island passed legislation that prohibits boats from discharging waste into its waters in Sep 1997. The law was passed for environmental reasons, but boats have found it difficult to comply with, as the stations are often not well maintained or are difficult to reach.

A hard dinghy keeps one fit, has a personality, can be rigged with a sail, is economical to buy and maintain and perhaps most important, and can always be quickly deployed to set a second anchor or to kedge off a shoal.

The new Gozzard 41 designed by H. Ted Gozzard is the latest evolution of the popular Gozzard 36 that was introduced in 1984. The new sailboat priced at $456,582 features a displacement of 23,500lb, sail area of 956 square feet and ballast of 8,600lb.
