Optional Local Measured Telephone Service - Economic Efficiency with Consumer Choice
Article Abstract:
The telephone industry has proposed the introduction of local measured service numerous times. A debate over the economics of such service has taken place. The debate focuses on the choice between measurement cost and reduced usage cost savings. The nature of the demand for measured service as opposed to unlimited service is examined here. The costs involved in the provision of each are analyzed. The view is taken that optional measured service will be more economically efficient.

Regulating Utilities with Efficiency Incentives
Article Abstract:
Deregulating the production of electricity is a popular topic of discussion. The need for improving procedures for the regulation of natural monopolies is ongoing. A suggestion is made for public utility commissions concerned with reducing customer costs. The suggestion involves experiments comparing conventional regulation with automatic incentive schemes. These experiments are apt to be difficult to design and execute. They do have great potential, however, for success.
