The Marine Accident Reporting Scheme has frequently dealt with the subject of collision regulations as these are apparently being ignored. An Italian delegation's proposal to the International Maritime Organization addresses the concern with giving right of way to vessels of more than 20 meters in length over shorter ones. Details of the proposal are discussed.

Article Abstract:
A sail training vessel (Vessel A) gets into a near collision with a power-driven vessel (Vessel B) even with VHF warnings from the Vessel A for Vessel B to change their course to avoid collision. The heated VHF conversation between the two vessels are monitored by the coastguard so it wise to remember to be calm and professional when using the VHF.
