Call for action on TUPE
Article Abstract:
Disagreement over the application of transfer of undertakings regulations (TUPE) threatens the future of compulsory competitive tendering (CCT). The UK Department of Employment and trade unions dispute the Department of Environment's contention that CCTs are outside the scope of TUPE. The Trade and General Workers' Union has brought 45 cases against contractors, Sports and Leisure Development Ltd. Threat of legal action has forced company, DC Leisure to withdraw from a contract with Ealing Borough Council, England. Legal fees and possible penalties will deter contractors from tendering.

About 111 countries are presenting their achievements in purpose-built pavilions at Expo 92, Seville, Spain on the theme of 'discoveries'. Facilities catering for 250,000 daily visitors have been provided and nightly entertainment adds to the attractions. Participants regard Expo 92 as an opportunity to promote international relations. However, competition from EuroDisney and the Olympic Games may have affected attendances. Future development of the site into a centre of technology will incorporate about 40% of the Expo constructions.

Wales celebrates. (Ebbw Vale, Wales, garden festival)0
Article Abstract:
The development of the Ebbw Vale garden festival from an industrial valley aims to regenerate an economically declining South Wales region. Horticulture has been combined with leisure facilities to compete with other theme parks. About 80 gardens co-exist with exhibitions and rides. Wales' past, present and future are dominant exhibition themes and daily special events are organised. A subsequent village development on the site will provide housing, light industry, business and recreation facilities.
