The Special Hours Certificate has severely limited some businesses in the hospitality industry. Licence rules should be applied across the board with no discrimination between businesses. The cases involving Shipley and Marsden are debated. The British police have been known to limit conditions applied to a Special Hours Certificate because they have restricted resources.
