Hardy officially joined Gov Edgar's staff on Jan 30, 1997, but some observers argue that he actually started to campaign for Edgar as a columnist for the Chicago Tribune. Up until his appointment, Hardy wrote several columns criticizing Edgar's opponent Senator Carol Moseley-Braun.

Bill Frago claims that he was fired as CEO of the Pepsi-Cola bottlers because he did not support its parent company Whitman Corp's tactics to get a Chicago casino. Casinos are banned in the city so Whitman used lobbying and gifts to pro-gambling politicians to push its agenda.
