Article Abstract:
According to a study by a team of United States and Japanese research economists, Japan and the United States reacted quite differently to structural economic changes throughout the 1970s and early 1980s, particularly in labor market adjustments. In the areas of allocating and recallocating workers in jobs due to changing market conditions, the United States relied on layoffs and massive shifts of capital resources, limited communication between labor and management on future plans for employment changes, and well-developed programs of income maintenance. Japan, on the other hand, had minimum layoffs, introduced various ways to reduce labor costs, vigorously promoted communications between labor and management, made all possible attempts to keep employees on the payroll, and transferred workers extensively within or between manufacturing plants.
