Many abortion rights activists believe recent proposed laws to protect the rights of unborn children are a political ploy by abortion opponents to create a legal basis for outlawing abortion. Legislation on embryonic stem cells, unborn victims of violent federal crimes and health insurance for fetuses are examined.
