The collapse of the Russian economy can be traced to US insistence that the government initiate privatization of national assets before establishing necessary infrastructure and institutions to manage a free market system. It is clear now that acting Prime Minister Yegor Gaidar needed more time for a smoother transition than the one that raised consumer prices and destroyed personal savings. The key Americans who pushed for these kinds of destructive economic reforms in the Clinton administration were Jeffrey Sachs, a consultant to the Russian Finance Ministry, Lawrence Summers and David Lipton, Treasury Dept officers.
