Barcelona, Spain, spent around 1.2 billion pounds sterling on basic infrastructure in preparation for the 1992 Olympic Games, of which part was from government funds and part from a specially-created public holding company. It did not invest purely in roads, sports, and railways, but also spent a significatn amount on public open spaces.
