Against short-termism: priorities for a new government

Article Abstract:

The UK high-technology industry needs to develop and adopt a long-term view to be able to duplicate the success of Far East economies in introducing value-adding innovations. While the UK does not lack technological sophistication nor strategic ideas, the government needs to overcome the obstacles in putting these into practice. One factor in such a long-term strategy is to promote investments in R&D among industrialists. However, changes must be implemented in the investment environment to encourage R&D expenditure among companies, such as lower capital gains taxes.

Thirty years back: Britain's new government has an unexpectedly intelligent recipe for managing research

Article Abstract:

Britain's newly re-elected government is moving to restructure its system for giving financial support for science, especially basic science. Prime Minister John Major is instituting a number of changes in the management of research, including the appointment of William Waldegrave to be minister of science, the first time in 30 years that such a post has existed. Major should also permit the forming of an independent council to control research spending, which would help revive the morale of British researchers.
