US universities are in flux, not crisis

Article Abstract:

Research universities in the US believe they are strong enough to weather the crisis in higher education. A report by the Council for Aid to Education claims that higher education costs and demand are rising faster than funding. However the University of California at San Diego and the new University of Arizona in Tucson, have evolved to world-class status over the past 25 years and do not appear to have an atmosphere of crisis.

Assessment of Japan's universities long overdue: The relationship between Japan's universities and the education ministry is too undemanding to allow critical appraisal of research. Rigorous external evaluation must become the norm

Article Abstract:

University faculty members in Japan are resisting the introduction of external research assessment, but they should be taking the initiative to establish a system of research assessment that also takes into account the need for academic freedom. External reviews have been undertaken sporadically since 1993 but they do not follow a consistent pattern and there is no benchmarking system.
