Call for a lighter regulatory burden on NIH researchers
Article Abstract:
A report commissioned by the US National Institutes of Health (NIH) recommends that the regulatory burden on the university-based and extramural scientists it funds should be lifted in a number of areas. These include animal care and use, research integrity and conflict of interest. The report calls on the NIH to appoint a single individual or office to manage a coordinated reply. It also warns against ill-considered efforts to eliminate regulations, and indicates that amendments must be carefully planned if researchers are not to be disadvantaged.

US to tighten protection of medical data
Article Abstract:
Health and Human Services Secretary Donna Shalala has recommended for legislation statutes that would punish with criminal penalties all biomedical researchers who illegally obtain or reveal federally classified medical information. Shalala's proposals fall under the requirements of the Health Insurance Portability and Accountability Act of 1996 and address the apparently growing number of cases involving the leakage of medical records. She urged Congress to speedily enact laws to address what she deemed a crisis in medical privacy.

US privacy laws may curb access to medical data
Article Abstract:
Research institutes in the US may no longer have as much access to private medical records if state privacy laws become more restrictive. Many US citizens are opposed to unrestricted access to patient data. Health and Human Services Secretary Donna Shalala plans to produce legal recommendations for medical data access for Congress. Her work may result in legislation limiting research access to financial and administrative data. The issue of stored tissue samples is also considered.
