Does moratorium mean a test-ban?

Article Abstract:

President Bill Clinton's declaration that the United States will suspend nuclear testing for some time, provided other nuclear powers follow the example, has created difficulties for other major nuclear powers who plan to test their newly developed missiles. The members of the Nuclear Non-Proliferation Treaty (NPT) are meeting in 1995 to propose the extension of temporary suspension of nuclear testing before a permanent ban is imposed. An agreement will be reached with the approval of all the members, which is now difficult to achieve because of an increase in the number of the member countries.

How to make the NPT more effective

Article Abstract:

The withdrawal of North Korea from the Nuclear Non-Proliferation Treaty (NPT) has raised questions about membership and enforcement of traditional policies. A short-term answer for the North Korean question is the direct intervention of China. However, long-term solutions mustalso be formulated. These would involve the strengthening of the safeguards regime and changes in the obligations required of members of the NPT. Breaches in the NPT should also require built-in sanctions such as those defined by the resolutions of the United Nations Security Council towards Iraq.

Human cloning requires a moratorium, not a ban

Article Abstract:

A moratorium on human cloning is a better alternative to an outright ban. Experience with genetic engineering technology demonstrates that an explicit moratorium would benefit society in the long run. A declared moratorium also provides all sectors of society with enough time to reflect on the potential abuses and dangers involved. Moreover, a moratorium serves to balance the needs of the scientific community with the ethical concerns of the general public.
