Europe's water-wars

Article Abstract:

The European Communities (EC) should adopt more relaxed water-purity laws to reduce costs. The current laws are stricter than necessary to avoid known hazards, and cost more to attain. If members want to raise their own standards above the EC level they may do so, without demanding subsidies from other members. The Treaty of Rome that underlies the European Commission's authority in this matter demands a level playing field, not an elevated one.
