Article Abstract:
There is a need for developing countries to grow their science and technology bases if they are to exploit new knowledge and technologies. It would attract investment and raise the bar for the foreign ministries of Western governments, if science has to be placed on a stronger and more transparent footing in developing countries.

The merits and demerits of biotechnology based on the cluster-development schemes are discussed. Investments in high-tech development schemes may prove to be good, provided the economists and other social scientists and citizens try to resolve the problems involved in it.
